The provision of illuminated signage was deemed to be detrimental to the street scene and would detract from the overall ambiance of the Town. In addition, members considered that the proposal would create excessive light pollution to the residential properties situated above the store.

3/07/0889/FP/SE Excavate the front garden to ground level to create open frontage 49 London Road Applicant: Helen S Thorn Reason: i Detrimental to the street scene. The loss of the wall in front of the property would create a gap in an otherwise unbroken wall which stretched the length of the properties in the terrace. ii Members expressed concern that a precedent would be set.

3/07/0921/FP/NB Change of use to car sales, incorporating new vehicular access and revised parking layout, together with slight realignment of ground floor level - retrospective Land at 5 South Road Applicant: GSK Properties Ltd Reason: i Detrimental to the amenity of residents of No 1 Kimberley Close due to the access to the site being adjacent to their property. ii Dangerous egress from Kimberley Close due to sight line problems caused by the railings around the site.

3/07/0958/PT/LH Installation of new 12.5 metre street furniture column replacing lamp post 610, supporting 3no multiband antennas in shroud along with 2no ground based equipment cabinets LP610, Great Hadham Road/Oriole Way Applicant: 02 Reason: The proposal would be contrary to the Town Council's Planning Policy BS005 - Bishop's Stortford Town Council objected to any new telecommunication mast applications on the grounds of public health, safety and appearance. No masts of any height should be placed within 250m of a residential area and 500m of any School. The Town Council encouraged the sharing of masts with multiple operators before any new application be considered.

31. STREET NAMING AND NUMBERING

Development at 90-96 South Street

To note that a decision had been requested regarding the naming of the above development prior to this meeting. The Developer had suggested Archers Place. Following discussion with previous committee members, the previous Chairman had recommended Archer Place for acceptance.

RESOLVED: that the above be noted.

32. LOCAL AIR QUALITY MANAGEMENT REVIEW AND ASSESSMENT: ANNUAL PROGRESS REPORT

Members had been circulated with a copy of the above report issued by East Herts Council.

RESOLVED: that the contents of the report be noted.

33. EAST HERTFORDSHIRE DISTRICT COUNCIL NEWTOWN ROAD PARKING ZONE AND AMENDMENT ORDERS

Members had been circulated with a copy of the above Order. Members noted that the permit charges for Chestnut Close had been amended from the first Order from £26.25 for the first permit and £52.50 for the second permit, to £26 and £53 respectively.

RESOLVED: that the Order be noted.

Members requested that a letter be forwarded to Hertfordshire Highways regarding the flooding which regularly occurred during heavy rainfall in Dunmow Road next to the Industrial Estate, the London Road/Thorley Wash area and in Pig Lane.

Members' attention was drawn to the forthcoming event and that Mrs Janine Garner, the co-ordinator of the event, would be giving a short presentation following the conclusion of the meeting.

To note that all members with the exception of Cllr Burlton and Cllr Peek had duly completed their Registerable Interest forms.

The Clerk stated that the Local Authorities (Model Code of Conduct) Order 2007, became operational from 3 May 2007 and would be submitted to a future meeting of the Town Council for adoption. This would necessitate the completion of revised Registerable Interest forms (2007 version).
