587. PROPOSED TOWN COUNCIL POLICY REGARDING ESTATE AGENT BOARDS ON NEW DEVELOPMENTS (Cllr Warnell)
Members had been circulated with a copy of the attached draft policy prepared by Cllr Warnell regarding the proposal to request, at development stage, that a covenant be included to prohibit the erection of estate agent boards at multi property developments in order to safeguard the visual impact on the street scene.
RECOMMENDED: that the attached policy be recommended for acceptance as BS007.

Members had been previously circulated with a copy of the attached discussion document from East Herts Council.

To note that the Clerk was in the process of compiling the Town Council's response to the East of England Plan, and this would be forwarded to all members for their comments within the next few days.
592. UP-DATED REPORTS
i Market Stalls - Demarcation of Pitches (First raised 4 September 2006)
Members had been circulated with the attached response from Martin Shrosbree, East Herts Council. Whilst members noted that stall holders were permitted to use the disabled bay on market days prior to the disabled bay, nevertheless members considered that it was totally inappropriate for a trader's van to be parked in the bay, taking up much needed parking space designated for the disabled. Members requested that a further letter be forwarded to Mr Shrosbree outlining the above comments.
The Chairman advised members that the Town Centre Manager was currently in discussion with East Herts Council regarding the market and requested members to pass their comments to the Town Centre Manager in order for her raise the matters with East Herts Council.
ii Grange Paddocks - Sunday League Footballers (first raised 5 February 2007))
Members noted the attached response from Sara Mellor, East Herts Council
iii. Closure of BS Police Station on 20 January 2007 (first raised 22 January 2007)
Members noted that the Police Station had been closed until 3pm on 20 January 2007 due to staff sickness. Members considered that it was totally unacceptable that a police station in a town the size of Bishop's Stortford closed as a result of the sickness of a member of staff. Members requested that a letter be forwarded to the Chief Constable advising him that members considered the situation to be totally unacceptable.
iv. Antique Shop, High Street (raised again 5 February 2007)
To note that East Herts Council Enforcement was aware and monitoring the situation with regard to the poor state of repair of the listed building.

594. URGENT BUSINESS
New Traffic Lights - Anchor Street (Cllr Pinnell)
Cllr Pinnell considered that the new traffic signals at Anchor Street were unsafe and needed to be in phase with the lights controlling the pedestrian crossing.
Flooding - Twyford Gardens (Cllr Warnell)
Cllr Warnell reported that he had received complaints from residents of Twyford Gardens regarding flooding on the road each time it rained. The drains were heavily silted and despite many residents reporting the problem to Hertfordshire Highways, no action had been taken to clear the drains.
Traffic Lights, London Road/Thorley Hill (Cllr Warnell)
Cllr Warnell reported that the traffic lights were out of phase at the above location, causing very long tailbacks on London Road.

Potholes - Great Hadham Road (Cllr Gray)
Cllr Gray reported that there were very large potholes on the Great Hadham Road. The Chairman advised Cllr Gray to report the matter to Hertfordshire Highways, either via the website or by telephone.
Coopers of Stortford - Banner Signage (Cllr Gray)
Cllr Gray reported that, despite refusal of planning permission, the banner sign outside Coopers of Stortford was still in situ.

At the meeting, members had expressed their gratitude to the Town Council for the way the Council had managed the allotments over the preceding year, with thanks also being extended to the Council's workforce.

A letter had been received from Hertfordshire Highways detailing the proposal to introduce double yellow lines along Northgate End and The Causeway (at the junction of Northgate End). Members raised no objection to the proposal but were mindful of the need for a loading and unloading provision for the car showroom at 4-9 Rye Street.
535. STATUTORY CONSULTATION - THORN GROVE CYCLE LINK
Members had been circulated with a proposal from Hertfordshire Highways to extend the cycle link which currently ran east to west through the Herts and Essex Hospital development site into Thorn Grove. Members welcomed the proposal although did express some concern that the pathway would be unsegregated between pedestrians and cyclists, which they felt could represent a danger to pedestrians. Members also hoped that the pathway would be well maintained and not be allowed to become overgrown.
RESOLVED: that the above comments be forwarded to Hertfordshire Highways.
536. UP-DATED REPORTS
i Proliferation of abandoned supermarket trolleys (first raised 22 January 2007).
To note that East Herts Council was to implement a scheme in early
February 07 whereby supermarkets would receive a £50 fine if abandoned trolleys were not collected within 48 hours of being reported. East Herts Council would then remove the trolley and charge a £3 per day storage fee.
ii Market Stalls - Demarcation of Pitches (First raised 4 September 2006)
The Chairman confirmed that he had met with the Market Beadle, Steve Knights, who had confirmed that he had written to all market traders with regard to extending their pitches. Mr Knights acknowledged that there had been some problems with a few traders, but he had agreed to keep an eye on the situation. Members agreed to monitor the situation.

Members had been circulated with a copy of the attached letter from Cllr Pile, Portfolio holder for Highway Matters, HCC. Members noted the contents of the letter and the details of the proposed pilot scheme which was due to be introduced in Hertford Town Centre. Individual members would also report dangerous A Boards to Hertfordshire Highways.

538. URGENT BUSINESS
Antique Shop, High Street.
Cllr Pinnell sought an update from East Herts Council regarding the poor condition of the above mentioned listed building.
Street Lamp in North Street above Sisley.
Cllr Demonti reported that the street lamp above the dress shop Sisley had been out for the last six months. Apparently, it was of an old style and was awaiting a replacement part. Members requested that immediate action be taken to replace the lamp.
Grange Paddocks - Sunday League footballers
Cllr Armstrong reported that the litter problem left by the football teams using Grange Paddocks on Sundays was horrendous, and although there was a litter picker provided by East Herts Council on a Monday morning, Cllr Armstrong felt that a letter should be sent to East Herts Council requesting that action be taken to prevent the teams leaving so much mess in the first place. He felt that extra litter bins should be provided in the vicinity and that action be taken against the organisers if the situation did not improve.
Dog Bin - Beldams Lane
Cllr Pinnell requested that a dog bin be provided in Beldams Lane between the post box and the junction with the Wraglings.
